This is Chinese, and Japanese too, and definitely not Jibberish.
For starters, it is the same Kanji my Dojo uses, also I speak a bit japanese and know this one, and third:
In Japan this is the classical, today alternate variant of the Dragon Kanji. If You dont believe it, look it up in a dictionary. There are more than enough online which are really good.

Is she imprisoned in like a brewery? Because I seem to realize brewing equipment in the bottom left corner. Although her expression tells me she's in the sewers. Now seriously, this is a very amazingly drawn picture. Wish I could draw like this.

Excellent idea, a shield that floats in mid air, and ....
V controls it with her fingers. Compare with the floating objects in Siratsia. Excellent imaginative detail.
