I suppose you mean "Pentti Varg" from the swedish version of the dutch childrens TV-show "De Fabeltjeskrant" (in Swedish: "I fablernas värld".

Ahahahaha! It's Penti Varg! Awesome. He looks so..finnish (something about the really broad shoulders, the flanell shirt and the bottle of booze).
