If I understand it correctly, then they are referring to the US civil war (1861-1865), where the souther parts are sometimes referred to as dixies.
And the game Crimson Sky have taken an alternate view of history.

Crimson Skies is set in 1937, and Dixie is once again a free country - revivalism is fashionable. Thus the uniform inspired by the failed war for independence.

Actually, if you go by the videogame series (don't know about the RPG), the game takes place in an altenate post-WW2 era, basically, since the planes in the game are far more advanced than what they could've built. But this is still well drawn!
